On Windows 10/11, when formatting a USB drive larger than 32GB (like your 64GB pendrive), FAT32 is not offered as an option in File Explorer or the built-in Format tools. This is a limitation set by Microsoft, not by the FAT32 file system itself.

Default file system exFAT is working for PC environment, but may not work for older systems, game consoles, smart TVs which may not detect the pendrive. Thus we need to use GUIFormat / FAT32 Format Tool to do that. Rufus is my favourite, is mainly for bootable USB creation, but also supports formatting as FAT32 even for large drives.
